The First Committee, commonly known by its Model UN shorthand DISEC, is one of six main committees of the UN General Assembly and was established alongside the UN itself when the Charter was signed in 1945. Operating under Article 11 of the Charter, it is mandated to consider all matters relating to disarmament, arms control, and international security — from nuclear weapons and weapons of mass destruction to conventional arms, regional security arrangements, and the militarization of outer space. As a General Assembly committee, DISEC can debate issues and adopt resolutions by majority vote, but unlike the Security Council it cannot impose binding sanctions or authorize military action, giving its work a normative and agenda-setting character. Its discussions feed into broader disarmament machinery, including the UN Disarmament Commission and various arms-control treaty review conferences. With ongoing concerns over nuclear proliferation, emerging weapons technologies, and cyber and space security, DISEC continues to be a central venue for shaping international norms on security and arms control.
